A new `practice` or `tournament` world (like @K 0 suggested) would also be an option in which players automatically get max stats and can try out content for practice. In this way the players with max gear wont confuse the hell out of other players at the Edgeville hub.
Both take considerable time to develop but the new world option would be the simplest to implement.
